•• * Это выражение вошло в активный словарь политологов после статьи гарвардского профессора Дж. Ная (Joseph Nye). Удачное и сжатое определение я нашел у обозревателя International Herald Tribune У. Пфаффа (William Pfaff):
•• Soft power encompasses diplomatic influence and political persuasion, cultural influence and prestige, and additional factors that cause others to respect a country and wish to become associated with it and to accept its values and views.
•• Антоним, естественно, hard power – это, говоря просто, военная мощь ( Bush was elected and began to assert military “ hard” power – William Pfaff).
•• Окончательный вариант словарного перевода пока не устоялся, поскольку калькирование в данном случае вряд ли приемлемо (в отличие, например, от немецкого языка, где, однако, принята несколько видоизмененная калька: die sanften Faktoren и die harten Faktoren der Macht), а выбор довольно велик. Можно, например, говорить о военной и невоенной мощи, можно – о материальной и нематериальной (по аналогии с нематериальными активами в экономике). Если нужен максимально краткий перевод, то лучше всего: hard power – мощь, soft power – влияние.
•• Возможен – и все чаще употребляется – еще один вариант: силовая мощь и несиловая мощь. Правда, возражают, что слово несиловой плохо сочетается с «мощью», которая, по определению, должна обладать силой. Предлагавшийся в этой связи вариант потенциал/возможности силового/несилового воздействия, безусловно, верен, но несколько тяжеловесен.
•• В последнее время политологи употребляют варианты силовой компонент/силовые ( несиловые) компоненты/факторы потенциала или просто силовой ( несиловой) потенциал. Кроме того, как соответствие soft power используется слово привлекательность. См., например, в интервью С. Караганова «Независимой газете»:
•• - Чем нужно обладать, чтобы влиять на выборы в чужих странах?
•• - Первое – это хорошее знание ситуации в этих странах. <...> Шестое – привлекательность самих себя, soft power.
•• (Происхождение этого выражения, возможно, связано с военным термином hard/soft targets, впервые встретившимся мне на советско-американских переговорах по разоружению, где был принят перевод защищенные/ незащищенные цели. При этом, как правило, к hard (hardened – укрепленные) targets относились
•• военные объекты, в то время как soft targets могли быть и военными, и гражданскими, но не были защищены и/или укреплены на случай ядерного удара. Как видим, у слов soft и hard довольно гибкая «метафорика».)
